Here, 1250 people = 1 "Goonda"

INDIA (AGRA), 9 Jan. Agra may possess wide acclaim in the world as the “Tourism Capital of India” but this town holds yet another distinction that most people would not be aware of – its large population of 37 lacs is held captive by barely over 2800 criminals, placing about 1250 people under the thumb of just one criminal.
Each time the police manages to hunt down one of these “crooks”, there are several others to take up his place. According to the current statistics available with the local police, there are 2825 “active” criminals conducting their crimes in Agra and this number was showing no signs of receding despite the presence of over 3200 police personnel in the town.
Now, in his efforts to bring about a change in the concept of crime-control in Agra, the Senior Superintendent of Police (SSP) Rajiv Krishna has brought in a novel concept of putting the “marked” criminals under 24-hour vigilance of the corresponding “beat constable” under the code-name “Operation Pehchaan”, seeking to identify the criminals living in each police station area.
Talking to UNN, the SSP said that it has been noticed that the criminals generally avoided committing crimes in the police-station area they reside in, making sure that they had a “clean” record at “home”, while having fairly long history-sheets in other areas of the same town. This way, it was easier for the criminals to conduct their activities freely, avoiding the continuous monitoring of the local cops.
Now, he said, the situation shall change as under “Operation Pehchaan”, the police has decided to prepare a database of all active and dormant history-sheeter criminals. Every police station has been given the task of preparing a list of criminals active or living in their area in the past five years in order to prepare a photographic crime-profile of every “known” criminal of Agra that shall be available at every police station for ready reference. This database shall be updated regularly to include new criminals while removing the “inactive” ones after they remain dormant for atleast 5 years.
He said that the beat constable of the corresponding “sector” has been made responsible for monitoring the activities of the criminals living in his beat area, as this way, there shall be atleast one policeman closely watching each “known” criminal of the town. He said that it is his firm belief that if each criminal is monitored 24-hours a day, the organized and unorganized crime graph in the town shall surely take a steep plunge downwards.
He said that the second phase of this operation will be to identify the criminals coming in Agra from other adjoining districts and prepare their “profiles” in cooperation with the police of their respective districts.
He said that if the crime does happen despite all these precautions, the ultimate responsibility of the crime that happened in a particular area shall lie with the constable of that “beat”, who was responsible of keeping watch on the criminals living or active of his area.
But the SSP’s plans to revolutionize crime control in the 41 police stations of this district have failed to impress many who claim that crime cannot be controlled just with “fancy names”, what really matters is how the crime control measures are implemented. Questions are already being raised on the “real motives” behind this “operation” as already, the beat constable is quite “familiar” with the criminals living in his area but this has had no affect on the crime rate. If the SSP’s “experiment” would do any good to this deteriorating situation, the question still remains open.
