Agra varsity V-C surrenders in court

LUCKNOW: After avoiding appearance for almost a week following court summons served on him on April 12, vice-chancellor of Dr BR Ambedkar University, Agra, Avtar Singh Kukla surrendered in the court of the chief judicial magistrate (CJM), Agra, on Tuesday. Prime accused in a criminal case, Kukla tried to surrender quietly, but owing to the vehement opposition by local lawyers, he was asked to go out of the chamber by CJM Shamsul Haq with the instructions to file his surrender application in the courtroom, where, Kukla was subsequently released on bail. As the V-C came out of the court room, his advocates formed a human shield around him to prevent newspersons from taking photographs.

Kukla has been charged with torturing a university employee Manoj such an extent that he committed suicide on April 6, 2005. A case was registered against him. For two years, the case was caught in legal wrangles. Kukla's petitions to get a stay order against his arrest were rejected by the Allahabad High Court twice. He took shelter of the Supreme Court, which initially for some time stayed his arrest, but on April 5, 2007, directed Kukla to take bail from the Agra district court. Kukla's release on bail on Tuesday was opposed by Ramesh Yadav, counsel for Manoj's mother. Yadav argued in the court that there was no guarantee that Kukla will honour the court summons during trial, if he was released on bail. The CJM instructed Kukla to remain present in Agra on April 21, when the application filed by Manoj's counsels will be heard.
