Agra. Agra's Vikas Bhavan is the nerve centre for the planning needs of the entire district, handling development plans worth millions. With over 35 offices of senior administrative officials in the building, it is considered to be out-of-bounds for the police under normal circumstances. On Monday, the Agra police busted a drug network worth several crore being run by State Government employees within its premises.

According to Gulab Singh, superintendent of police (Agra city), they had recently received information that some Government employees trafficking in narcotics from inside Vikas Bhavan. The police assembled a team from its Special Operations Group that contacted these. employees posing as buyers and expressed their intention to buy one kg of heroin from them.
Yogesh, the head cashier in the Veterinary department, who was also heading the drug ring, asked the cops to return on Monday with Rs. 17 lakh to receive the "consignment". On Monday, the police laid a trap inside the building and as soon as Yogesh produced the 1 kg packet of heroin, he was arrested .
Under interrogation , Yogesh revealed that he had been running this racket since a long time and sourced his drugs from Ram Kumar, a supplier in Mathura. He said that this particular consignment of heroin had been purchased by him for Rs 6 lakh and he intended to sell it for the price negotiated.
Acting on information provided by Yogesh , two more "carriers" Keshav Rajput and Bablu Rathore were also arrested by the police. According to Mr. Singh, the price of the confiscated heroin was estimated at Rs 1 crore at international rates. However for a final identification, a sample of the confiscated drug has been sent to the Narcotics Control Bureau in Gwalior for evaluation.

The superintendent said that though this was the second largest drug bust in the past one year, it was the first time that a high-ranking Government employee had been arrested for drug-peddling in Agra.

SK Singh, chief development officer, Agra who is also the official in-charge of the Vikas Bhavan, said that this was a very serious incident but there was no way to ensure that such incidents are not repeated as there were 36 independent departments functioning inside the building. But the contact of the staff with outsiders was being restricted.
